Police holding microphones following right-wingers truck STORYLINE Russian President Vladimir Putin and Japanese Prime Minister Junichiro Koizumi began a summit meeting on Monday, where the two leaders were expected to focus on economic issues. Putin said that stronger economic relations between Russia and Japan would help improve ties between the countries, strained by a 60-year territorial dispute. Neither side was willing to compromise on the row over four tiny, sparsely populated islands that has marred bilateral ties. The islands off the northernmost island of Hokkaido were seized by the Soviet army in the closing days of World War II, and the dispute over their ownership has prevented the two nations from signing a peace treaty that would formally end their wartime hostilities. With no deal on the islands in sight, both Moscow and Tokyo have sought to assuage tensions by moving to issues where the two nations can cooperate, such as trade. Putin said the cooperation between the two countries was developing at a good pace and called this period "a good era in the two countries history". The Russian president encouraged Japan companies to invest more in Russia, noting that Japan accounts for only one percent of accumulated foreign investment in his country. Russia, which exports mainly raw materials to Japan, is meanwhile trying to boost its shipments of finished goods. Putin also said that Russia remained committed to building an oil pipeline to the Pacific Ocean that would deliver Siberian crude oil to Japan and other nations in the region. Putin arrived in Japan on Sunday for a three-day visit, during which the Japanese government is expected to sign an agreement endorsing Moscow's bid to join the World Trade Organisation. Japan is mobilising roughly 7,500 police as hundreds of right-wing activists are expected to gather in the capital to protest the Russian leader's visit. Two members of right wing groups protesting against Putin's visit were arrested on Sunday, according to Kyodo News Agency. Police refused to confirm the arrests.
