This was said in response to the US missile defense system that was starting to be developed at the time (previously prohibited in international law.) With the NATO missile defense system on Russia’s doorstep – the threat to international security is very real; not that you would know it via mainstream Murdoch media. In 2002, the United States unilaterally and without consultation, withdrew from the landmark Anti-Ballistic Missile (ABM) Treaty. President George W. Bush noted that the treaty is “now behind us,” describing the ABM Treaty as a Cold War relic. Signed in 1972, the ABM Treaty barred both the US and the USSR from deploying national defenses against long-range ballistic missiles. The treaty was based on the premise that if either superpower constructed a strategic defense, the other would build up its offensive nuclear forces to offset the defense. The superpowers would therefore quickly be put on a path toward a never-ending offensive-defensive arms race, as each tried to balance its counterpart’s actions. Until Bush took office, the Treaty was referred to as a “cornerstone of strategic stability” because it facilitated later agreements, reducing U.S. and Russian strategic nuclear arsenals. The US, assuming that a weakened Russia will never again be in a position to counter US hegemonic power, proceeded to encroach on Russia’s borders through its manipulation of NATO objectives. Today, there is no instrument in international law that prevents the possibility of mutually assured destruction. Putin has been sending out warnings for over 10 years – all of which fell on deaf ears. The leaders signed a joint statement on a strategic foreign policy dialogue which Putin described as an agreement that ''provides a higher level of coordination" between Russia and Brazil "in the fight against new challenges and threats, terrorism, in support of peace and stability, non-proliferation and arms control.'' Putin commented that two countries tightly cooperate in energy, noting that Russia's largest energy companies Rosneft and Gazprom work in Brazil as well as Rosatom. Speaking about economy, Temer said ''in the second half of the year, when Brazil will implement the temporary presidency of the Mercosur, the government will do anything and everything depending on it to advance in the preparation of the cooperation agreement with EurAsEC". He also touched upon FIFA World Cup 2018 calling it a "big event for the Brazilians and the Russians" expressing his hope that the two countries will meet in the World Cup final. Russian/Nat Heads of government of the former Soviet republics have met in Moscow to discuss how to overcome the economic crisis paralysing Russia and its neighbouring republics. Russian Prime Minister Yevgeny Primakov chaired the meeting of the Commonwealth of Independent States (CIS) - a loose federation of 12 former republics of the Soviet Union. Primakov told his colleagues that only together could the Commonwealth nations overcome the current economic crisis. The prime ministers from 12 former Soviet republics gathered here at the President Hotel in Moscow on Wednesday. They were looking for ways to bolster cooperation at a time when many face deep economic problems. The heads of the Commonwealth of Independent States (CIS), an alliance of former Soviet republics, also discussed establishing a free trade zone and cooperation in defence and border controls. The idea of a free trade zone among C-I-S member states was an idea first put forward when the alliance was founded seven years ago. Boris Berezovsky, a controversial Russian tycoon who serves as C-I-S executive secretary, organised Wednesday's meeting. He had just returned to Moscow from visits to all the C-I-S nations, where he sought to build support for a plan that would give extra powers to the group. The C-I-S, formed in the wake of the 1991 Soviet collapse, meets often, but members have been unable to realise ambitious plans for closer cooperation. Most member states are reluctant to surrender their independence to a group they believe will be dominated by Russia. But Russia's Prime Minister Yevgeny Primakov, who chaired the session, told his colleagues that only together could the Commonwealth nations overcome the current crisis. SOUNDBITE: (Russian) "The situation is highly complicated but we have to solve the problems, as they say, on the move. But that's no reason to start distancing ourselves from one another or to start looking for other partners. On the contrary, we consider that the countries of the Commonwealth can only overcome today's crisis together."
